According to the Measures for the Determination of Enterprise Qualifications for the Construction of Foreign Aid Projects (Order No. 9 of the Ministry of Commerce, 2004) and the Measures for the Recognition of Enterprise Qualifications for the Implementation of Foreign Aid Materials (Decree No. 10 of the Ministry of Commerce, 2004) (hereinafter referred to as “qualification” According to the provisions of the Measures, the Ministry of Commerce announced the organization of the 2008 foreign aid project implementation enterprise qualification verification work as follows:

1. As of December 31, 2007 (subject to the date of the approval of the Ministry of Commerce), a total of 386 foreign-funded project implementation enterprises (listed after the approval) are required to participate in the qualification verification; The project implementation enterprise may not participate in the qualification verification.

Second, in 2008, foreign aid project implementation enterprise qualification verification adopts online declaration and online approval. Enterprises that participate in qualification verification should log in to the Ministry of Commerce website from September 15 to October 15, 2008 (website: http) ://yws.mofcom.gov.cn), fill out the Qualification Checklist in accordance with the online application guide and process tips, upload a scanned copy of the following materials, and complete the submission of materials:

(1) The implementation of construction tasks for foreign aid complete sets of projects shall provide:

1. Application for qualification verification letter;

2. Business license of the legal person (copy);

3. The most recent capital verification report or state-owned property registration certificate;

4. The identity document of the investor (the investor is a natural person, with a copy of his ID card; if the investor is a non-natural person, attach a copy of his business license and legal representative ID);

5. Technical qualification certificate;

6. Foreign contracted project business qualification certificate;

7. ISO9000 quality system certification;

8. The first two annual corporate accounting statements audited by accounting institutions or audit institutions (only the four pages of the audit report cover, balance sheet, income statement and cash flow statement can be uploaded);

9. The company's statement that it has not been criminally punished within 2 years before the verification, and has not received administrative punishment for illegal business activities or serious violations of foreign aid management regulations.

(2) The foreign aid materials project implementation enterprise shall provide:

1. Application for qualification verification letter;

2. Business license of the legal person (copy);

3. The most recent capital verification report or state-owned property registration certificate;

4. The identity document of the investor (the investor is a natural person, with a copy of his ID card; if the investor is a non-natural person, attach a copy of his business license and legal representative ID);

5. The supporting documents for the registration of foreign trade operators have been processed;

6. Enterprises declared in accordance with the import and export trade performance shall provide the import and export trade volume completed by the enterprise verified by the information and statistics department of the General Administration of Customs in 2006 and 2007; the enterprise declared according to the performance of the foreign aid material project shall be required to sign with the Ministry of Commerce in the name of the enterprise. Foreign aid material project contract (only upload the first page of the contract, the contract price page and the contract signature page);

7. The first two annual corporate accounting statements audited by accounting institutions or audit institutions (only the four pages of the audit report cover, balance sheet, income statement and cash flow statement can be uploaded);

8. The company's statement that it has not been criminally punished within 2 years before the verification, and has not received administrative punishment for illegal business activities or serious violations of foreign aid management regulations.

The scanned copies of the above qualification verification documents must be complete and clear. The relevant qualification certificates must pass the annual inspection of the year; the audit report must have the signature of the accounting firm and accountant.

In addition to submitting the verification documents specified above, enterprises applying for promotion shall formally submit an application for promotion in the application for qualification verification.

3. The foreign aid project implementation enterprises that participate in the qualification verification must complete the online application before October 15, 2008 according to the above requirements, and then they can check the acceptance and approval status online; the commercial administration departments of the Sheng Autonomous Region, the municipality directly under the Central Government and the Xinjiang Production and Construction Corps can be online. Check the qualifications of enterprises in the region for qualification verification.

4. The Ministry of Commerce shall verify the qualifications of the enterprise in accordance with the provisions of the Measures for Qualification Recognition, and the foreign aid project implementation enterprises that have passed the qualifications for qualification shall be allowed to advance; the foreign aid project implementation enterprises that do not meet the requirements of the same level but meet the qualifications of the lower qualifications shall be reduced to The corresponding level; the foreign aid project implementation enterprise that does not meet any of the first-level qualification conditions or fails to complete the online application before the specified deadline without automatic reasons, is automatically disqualified.
