In order to implement the spirit of the "Opinions of Xiamen Municipal People's Government on Strengthening Energy Conservation Work" (Xiafu [2007] No. 104), increase the promotion and application of energy-saving technologies and products, improve the comprehensive utilization rate of energy, and ensure the completion of the city's "Ten In the first five-year period, the goal of energy saving 12% will further promote the promotion of energy-saving technology transformation and energy-saving products in our city, and provide relevant energy-saving demonstration cases and energy-saving information support for relevant government departments, industry management institutions, enterprises and institutions. Exchange and promote the in-depth development of energy saving and consumption reduction in our city. The Energy Saving Office of Xiamen Municipal People's Government, Xiamen Economic Development Bureau and Xiamen Municipal Finance Bureau will organize the selection of "Xiamen Energy Conservation Demonstration Project (Second Batch)". The relevant matters are notified as follows:
1. The reporting entity shall carry out energy-saving project construction (including new construction projects, technological transformation projects and contract energy management projects) within the scope of the city. Xiamen enterprises and institutions with independent legal personality may declare.
Second, the application requirements
(1) Application requirements: The declared project must be an energy-saving project that has been completed in the past two years (2007-2008) and has an annual energy saving of not less than 500 tons of standard coal.
(2) Each enterprise can only declare one energy-saving demonstration project. The projects that meet the following categories will be preferred: cogeneration, central air-conditioning energy-saving transformation, motor system frequency conversion energy-saving transformation, injection molding machine energy-saving transformation, waste heat and pressure utilization, green lighting Energy-saving renovation of heating systems (including industrial boilers), energy-saving of power supply and distribution systems, cold storage and heat storage, heat pump technology, new energy and renewable energy, building energy conservation and transportation energy conservation.
Third, the application materials
(1) The basic situation of the energy-saving project demonstration project construction enterprises and projects (see attachment);
(2) Relevant documents such as energy conservation project approval and environmental assessment approval form;
(3) Description of the specific situation of the energy conservation project (including the total investment of the project, the energy conservation technology adopted, the calculation method of energy conservation and energy saving effect, economic benefit and social benefit);
(4) Relevant technical materials and technical photos of the site;
(5) Relevant credit certificate materials of the enterprise.
IV. Review procedures After the project collection, relevant experts will be organized for review, with the total investment, energy-saving technology advancement, energy-saving effect, economic benefit and social benefit, demonstration and promotion effect as the main selection indicators, and the energy-saving projects approved by the project will be selected as “Xiamenâ€. The Municipal Energy Conservation Demonstration Project will grant certain funds from the special funds for energy conservation, and the Xiamen Energy Conservation Demonstration Project Certificate and Plaque will be issued by the Municipal Energy Conservation Office.
V. Selected as the "Xiamen City Energy Conservation Demonstration Project" project, the project application enterprise should set up the kanban at the project site, introduce the project situation in graphic form, and provide convenience for relevant units to visit and research, media interview publicity and public education display. Conditions to achieve the effect of providing reference and expanding the propaganda of energy-saving demonstration work.
All member units of the Municipal Energy Conservation Office and the Economic and Trade Bureaus of various districts shall seriously organize the declaration of relevant enterprises. Enterprises and institutions intending to declare shall submit the relevant information to Xiamen Energy Saving Office in the same time before April 30, 2009 (also reported on the electronic CD version).
