In order to standardize the construction of wind power and photovoltaic power generation projects in the province and promote the orderly and healthy development of new energy power generation, according to the spirit of further decentralized approval authority of the 65th executive meeting of the provincial government, the relevant matters regarding the management of wind power and photovoltaic power generation projects in the province are notified as follows: :

1. The development and construction of wind power and photovoltaic power generation projects in the province will continue to implement annual development scale management in accordance with relevant state regulations.

2. The Provincial Development and Reform Commission shall, based on the annual guidance scale and relevant requirements of the province issued by the National Energy Administration, combine the resources endowments, power grid construction, and on-site accommodating capabilities of various localities, in accordance with the orderly, reasonable layout, nearest access, local The principle of consumption and sustainable development will be decomposed and determined for the annual scale of cities and counties. The city and the state will arrange the specific project owners and installed capacity accordingly. In areas where the problem of abandoning winds and abandoning light is highlighted, the annual increase in the area should be appropriately reduced or stopped.

3. The approval of wind power projects and the recording authority of photovoltaic power generation projects shall all be devolved, which shall be handled by the municipal and state government investment authority.

4. All wind power projects and photovoltaic power generation projects that apply for subsidy from the National Renewable Energy Development Fund must be included in the annual development scale issued by the Provincial Development and Reform Commission for each city and state. The wind power projects and photovoltaic power generation projects that are not subsidized by the National Renewable Energy Development Fund are not subject to scale management.

5. The competent investment authorities of cities and counties shall strictly follow the Measures for the Administration of Approved Investment Projects of the Gansu Provincial Government (Gan Zheng Office [2014] No. 120) and the Interim Measures for the Administration of Wind Power Development and Construction when they approve wind power projects (National Energy Corporation). 6. The wind power project has not been approved, and the photoelectric project shall not start construction without being filed.

7. The municipal and state government investment authorities shall, in conjunction with relevant departments, follow the Gansu Provincial Development and Reform Commission, the Gansu Provincial Land and Resources Department, the Gansu Provincial Environmental Protection Department, the Gansu Provincial Office of Housing and Urban-Rural Development, and the China Banking Regulatory Commission Gansu Supervision Bureau.
